Hello, I have a problem with the server on Windows 2016 Server

@Woolf you do not have to disable anything
Windows blocks your dll once when it is copied/downloaded. You have to click on dll and unlock it

the problem was in the absence of .NET 2.0
some third-party server libraries used it .. When installing the .NET 3.5 package, the server worked
