Error starting Photon server

I just downloaded ExitGames-Photon-Server-SDK_v2-2-0.zip and tried to start the server from
/deploy/bin_win32/PhotonControl - > Rt click Photon Control and clicked on Start as application.

I received the following error when i try this from Windows Server 2003 SP2:
Procedure entry point GetTickCount64 could not be located in dynamic link library kernel32.dll

I tried running /deploy/bin_win32_xp/ on one XP machine as well. I get a similar message:
Procedure entry point interlockedcompareexchaNGE64 could not be located in dynamic link library kernel32.dll

What am i doing wrong. please help. i wish to use photon with unity.
