Matchmaking best practices

Please help me with organizing the matchmaking system in my game. The characters in my game get experience and become stronger. I'd like it so the charged players will play against +- equally charged, and weak players will play against weak. Each character has experience level. I'd like to make it so the player of, say, 5th level get into the room of the player of 4th, 5th or 6th level. I'm not sure what's the best way to do this.
Say, there are no rooms for 5th level, what to do in this case? Create a new room for 5th level and wait for another players or search for the rooms of 4th and 6th levels? Are there established algorithms for matchmaking by experience level?
