Lite/Loadbalancing AI? How would that work

I've read posts about NPCs using MMO Server , but I am asking about Lite/Loadbalancing since i am not using MMO in my project.
Basically , i want to control NPCs position from the server and send it to clients. I am not sure how to do that , since it is high frequency message. What method should I use?
