Define Monthly Active Users?

I was reading the pricing options. The Free version offers 4,000 Monthly Active Users. How do you define a Monthly Active User? 4,000 different IPs? 4,000 rooms played in? 4,000 different usernames typed into the login panels? Is 4,000 MAUs the average MAU that you would have allowing 20 CCUs?

We don't "measure" it, and we don't have a limit in Photon regarding monthly active users.
Our licenses only have CCU limits (concurrent users). The MAU value is only listed to help you estimate how many CCUs are typical for a title that has X monthly active users.0
