You have theoretically a limit of 300 messages per room per second.
So assuming a normal player * player scaling and a send rate of 10-15 messages a second that would be 4-8 players if you simply take bootcamp and 4+ times that (or a higher frequency of information sending) if you make use of grouping to reduce the message relay scope.
Should you require even more, you could simply download Photon and use the LoadBalancing instance which is equal to the cloud basically but hosted through you and fully under your control. That will give you total control over the amount of players and the possibility to add true server side code not only code on 'special managing clients' / master clients0
