Defining what is "game only" in the upgrades

Hi,
I have a squid-style game where I have integrated Fusion. Here users answer quiz questions by running through a platform and fall off if they get it wrong.
Since the game mechanic is interesting based on the completion, we need to sync where every other player is and who is leading and who is falling off the platform.
Is this considered a game where I can use Fusion public cloud?
