I'm making an mmo style game that I will host on my own server, my question is does it matter how many people I keep in a room, can there be 1000 people in a room, does the photon server allow this.

You are posting in the PUN category. PUN allows 16 players per room and maybe some more, depending on the case.
Please try to find some info on making an MMO. The naive approach (putting everyone on the same machine / server won't work.
