What happens if I manage to get more CCUs than I'm paying for?
Options
Will the player attempting to connect be barred from playing my game, or will I simply get an email or something from Exit Games notifying me that I need to pay.

You need to estimate and anticipate yourself, the more, the better.
You can downgrade or upgrade plan at any time (you can't downgrade from 20 CCU and 100 CCU plans).
It depends on the plan:
20 CCU and 100 CCU do not include burst.
other plans (>= 500 CCU) include burst.
Burst means CCU 'overflow' is allowed but you should monitor and upgrade plan ASAP.
For 20 CCU and 100 CCU, extra CCUs will not be able to connect or play and will get disconnected.
Implement disconnection callback and check your client logs for disconnect cause.0
