Can Join Same Room in Development Build Only (Unity3d 2019.3.0f6 & PUN2 2.18.1) [SOLVED]

hi,
i'm using Unity3D 2019.3.0f6, and PUN2 2.18.1.
and the problem is, if i check Development Build in build Setting, two player can join in the same room but if i uncheck Development Build, that's two player can't join in the same room, any suggestion please..
