What if my bandwidth can't meet my CCU?

I have a question for Photon Server (self-host)

Situation

I have 2 remote cloud server running Photon Server(self-host)

After calculated, base on my remote cloud server bandwith, each remote cloud server can support 8 players online at the same time.

Problem

If one of my remote cloud server has reach the max player,Is it possible to let 9th-16th players to connect to the unused remote cloud server?

My thoughts

I have read some LoadBalancing doc, I think this may fit my requirement, but I don't know how to do this.

It seems that I need to tell a "MasterServer" to distribute players to "GameServer".

So here I have another question:

Once I have launched a Photon Server(self-host) by clicking "LoadBalacing->Start as application",
What server is it,MasterServer or GameServer?

I don't know if there are some misunderstanding...
