PUN2 not allowing more than 4 people to join

Hello, I am working on a multiplayer game with 10 players per room. I have a 100 ccu limit and am currently using 73 rpcs. However, my problem is that when my 4th players tries to join the room, photon rejects it. I dont know what to do. Any help will be greatly appreciated.
