Players Matching + AI?

I have built a TPS shooting game using Photon PUN.

We have issues matching our players as they can’t find enough players to play.
What would be your recommendation for that?
1/ Would it be possible to have one region instead to match players or that won’t work properly?
2/ Do you know of a good bot solution that could add some players?
