How run Photon in offline mode?

Hi! Can I run Photon in offline mode? When the Internet is off, I run an instance and I get an error (Photon does not start):

ERROR e6XVXPeZNpaxICqpMh.eBgq8xKRVPtNtKCMvb - On startup, license monitor must be available / reachable. Going to Shutdown.

How run Photon without internet?

    The AngryBot license can run without internet (20CCU)
    The regular 100 CCU requires an internet connection.

    Payed licenses can be IP bound or floating I think (but on that you would best contact ExitGames through mail directly)

    I download license from there:

    but it for Photon 2, and I use Photon 3, so I receive error:
