Photon Enterprise Cloud adding a new plugin documentation reference - section not found

Photon Enterprise Cloud adding a new plugin..where is the section?

I wondered why from documents i can see the following steps but never find out a way to perform them...

To add a new plugin:
1. Go to the dashboard of one of the supported Photon product types.
2. Go to the management page of one of the Photon applications listed there.
3. Click on the "Create a new Plugin" button on bottom of the page.

..not sure, if I'm doing it alright but is that section no longer with the dashboard?

How could set up it as following doc says in such case?

    Hi,
    plugins are only supported in Photon Enterprise cloud or if you self-host Photon.
    For Enterprise cloud, go to your Enterprise dashboard. For self-host, have a look at http://doc.photonengine.com/en/onpremise/current/plugins/plugins-faq .

    Ough! Did not see that info :) Nice to hear that.
    For now our first approach would be moving current our photon servers into plugin approach (self host). As soon we achieved this we will ask you for that :) regards.

    I do not want to be rude but your "documentation" only frustrate me. It says nothing about
    - how to start developing plugin
    - how to create project for plugin
    - what i use to link to this project
    - where to put this plugin
    - how to connect to my self hosted server
    - and so on
    I want to create plugin for self hosted server. Where do I begin?

    However some of your questions could be answered by reading the documentation or the plugins readme.

    Download the plugins SDK from this link. You will find a readme file in there. We will update the readme and put it online.
    - how to create project for plugin

    It is mentioned in the readme file.

    this is not related to plugins per se. Please find Photon Server docs here.
