TimeoutDisconnect while connecting to server from IRAN

Hi
i'm trying to use photon engine for my online game. i'm trying to test a sample game that uses photon engine but when i'm trying to connect to server i got this error:
TimeoutDisconnect while connecting to: {deletedIpAddress}:5055
while when i'm using a proxy application that changes my ip the sample works fine.
can you explain me why?
and what solution can i use?

Photon Cloud is not accessible from Iran due to limitations from our hosting provider based on legal matters.
If you want to use Photon from Iran you should self-host there.0
