So after searching quite a bit I haven't found anything relating to Linux even though there is a Linux sdk that you can download. Is that for a Linux client or can I build a dedicated Linux server to be used with Unreal Engine 4, or am I stuck with needing $2000 for a windows server just to develop my own dedicated server?

    server can not run on Linux. Only on Windows. you may download only linux sdk. to develop using photon server you do not need Windows server. Cheapest windows is enough. also there is not need to spend $2000 to host your server, you may find much cheaper hosting
