As the title, I want to create a game like slither.io with snakes playing in a room. Which type of Photon i should choose?

    Fusion is good; lots of industry veterans behind it, it's their newer flagship product. Quantum is also a good candidate.

    I believe both run on WebGL now, I know that Quantum definitely does.

    But i wonder that with slither.io game, a room will be alive forever for all users to join. Can we make it with photon fusion?

    Rooms should not run forever. You could at some point make it invisible and close it. New players will then simply join another room or create one.
