is more than one instance of the same scene needed for different rooms?

Say I run a function including these two after connecting to server
PhotonNetwork.LoadLevel(1);
PhotonNetwork.JoinRandomOrCreateRoom()
this will load scene with index 1 that is associated to one scene file in Unity right?
now say some other players want to play the game and they create a new room
will that new room have scene with index 1 with initial settings? Or I need to instantiate more than one scene file even if it is same scene and use each when a new room is created?
