How to dynamically create game rooms (servers) in a bolt?

Hello! I have a prototype of my Bolt game. I want that after connecting two players, an instance (server, room) with authoritarian game logic should be created for them. And so for each pair. How to do this if each instance of the bolt server is a separate application? I don’t understand how to implement this mechanism. What is (1) on my chart?
1. Master server implemented on Photon Bolt?
2. Master server implemented on the Photon Server?
3. The Playfab service takes on this task.

PlayFab Servers, GameLift, etc can all handle orchestration for you.

GameLift for example has a lot of different hardware configurations you can choose. You can see how it does with a certain number of server instances on a given hardware e.g. C4 and see how it does.5

I am trying to use playfab ,
I want to create a game server for each 1v1 game, but IDK how many game servers should I host per VM,
or is it smthn that I have to test with trial and error0 -
