Using a free 100ccu license on self hosted in the offline state

I'm working on a project for extreme circumstance where you can not connect to internet, and we need to connect over 20 devices , so we download the 100ccu license file and installed it , but it doesn't work when in the offline state . So could you provide 100CCU licences for local network?

    I'm sorry to say that we do not support offline mode at all

    I think he refers to a server license that does not need a license check request. Handled via support.
