How to set up local server for Bolt instead of remote server?

I want to set up local server for testing Bolt Engine instead of "Region" from "Photon Services" of "Bolt Setting"?

When you host with Bolt the server is always local. You use Photon Services for matchmaking and facilitating best connections.0
