Way to not instantiate all players
Is there a way when the game starts the then all the players will get instantiate with prefab and that, but the Instructor (Admin/GM) wont take part pf the game therefore he doesn't need prefab or instantiate.
(he will have some other stuff he will need to do like changing player's locations + View all the players + spectate) etch.

You don't have to instantiate anything per player. So yes, you can choose a player to not get a character / prefab.

so how my admin player can get into the game scene without any prefab?

I don't know how I should explain that ... just don't call
PhotonNetwork.Instantiate()on whatever client you consider "admin".The client will have to instantiate the prefabs of others. But you just don't call Instantiate when you don't want to create an avatar...
