The most important step to prevent that would be to apply Custom Authentication to your game plus being able to actually ban user accounts, which get caught exploiting the systems.
Second best is to update the clients with the latest Photon SDK versions frequently. We fix stuff on the client side, too. The new versions also fix issues on the client side. Knowing that you use a recent client, will help us fix stuff on the server, too. Why? It's sometimes not possible to update the server when games run old clients with outdated expectations.
