I want to set a network object A as a child of another network object B, and temporarily turn off the transform synchronization of network object A. Is this possible?
Just disable the Photon Transform View from object A.
//Do your child Stuff here
//Please get the PhotonView from object A and disable it here

Reparenting requires using [Networked] on a NetworkBehaviour or NetworkObject property that identifies the parent. You can use either of those to reference the networked GameObject.
To disable the NetworkTransform (assuming this is the transform sync you are talking about), you can just disable the component on the State Authority - and that will stop generating updates from that component to other clients.

I disable the NetworkTransform but it doesn't work.
If you disable the NetworkTransform on the State Authority it should stop sending. Are you sure it is the State Authority that you are disabling?
