Photon Server or Photon Fusion for an MMO game

So I am making a Metaverse type MMO game and I need solution for many CCU's + One big room and many small ones. I read about photon server and photon fusion and still don't understand will they work together. So ideally I want to know how can I host a dedicated master server with photon fusion ?
