Is Photon Enterprise Cloud gives more protection against cheaters on unity games?

Our game uses PlayFab and Photon together. I have read about Cheating Protection on PUN 2 website.

I think we can choose the second option "Client side with cheater reporting and banning via a backend." With PlayFab, we can detect cheaters and ban them with the Device ID.

If Photon Enterprise Cloud gives more protection against Cheating, should we use it from the beginning of the PUN 2 project or should we use it during the finished PUN 2 project?

Are there any API changes if we get into the Photon Enterprise Cloud?

Or is the main reason just to increase the CCU limit?
