Mono Cecil will not install

Mono cecil won't finish installing when importing Fusion. In fact, it will try to install again multiple times.
Downloading mono cecil through giturl just gives errors.
I've downloaded mono cecil recently in the past with no problems at all. Now, even after trying every trick I could find online Mono Cecil won't download.

Unity made a recent change with the repository which denies access, and newer Cecil is not available.
In the meantime, you can install the older cecil package using:
com.unity.nuget.mono-cecil@1.10.2
