Fusion does implement that, you can take a look at the matchmaking api : https://doc.photonengine.com/en-US/fusion/current/manual/matchmaking
And the Application loop sample shows a basic use of lobbies and filters: https://doc.photonengine.com/en-us/fusion/current/samples/fusion-application-loop
