Question about Bolt

Hello. I've done a few practice projects with PUN, but I decided to try Bolt for my new project.
The reason is because I want to make a P2P multiplayer game, that doesn't rely on server. But some say Bolt uses server too. So I am a bit confused. I'd like to know if Bolt is server-based or not. If I make a game with Bolt, can I still play the game when the photon server is down?

Yes, Photon Bolt uses a Server-Client architecture, you can read more about it here: https://doc.photonengine.com/en-us/bolt/current/connection-and-authentication/server-client-model
For new projects, we highly recommend using Photon Fusion, it has most features of Bolt and we are including news every day.

Fusion has a mode called Shared Mode, in which you don't have a central server (this is managed by us) and your clients only connect to our cloud in order to play.
