Do I need another license if i need 2ccu when photon server run in local network for Commercial use ?

My Case : I built a project in unity with photon server self hosted, run in local network .
My project simply they are tow device
Device A : Send RPC
Device B : Received RPC
that's it.

So in my case just i need "2CCU", So are there any limits in my case if I use the free license?
Note : I need run photon server forever .

Commercial use. Do you conside the game without any iAP but just Ads as commercial use? :/

Well, you most likely add Ads for a commercial purpose, right? So yes, that would also be commercial for us.

Use trial and switch to a paid plan after the 30 days is ok.
