UpdateInterestManagement timing: Item vs InterestArea

Is there a reason why an InterestArea needs to call UpdateInterestManagement before an Item does?

I noticed that if an Item calls UpdateInterestManagement first (when the Item and InterestArea area are initialized), you start getting inconsistent results across different clients (Items on different clients will stop being able to see each-other).
