Message Rate

Hey guys long time no talk.

@Tobias Did the Message rate change or something?
I just did some testing with two clients (Unity and WebGL).

I always thought the message rate was 10 * 10 * player count (10 out and 10 in * how many players), which equals 100.

So 10 * 10 * 2 should be 200 msg per second.

Well according to my testing, it was 23 msg's a second. (did some shooting) so that explains the extra messages (3).

Granted my vehicles weren't moving, do non-moving vehicles not send updates or something?
